[China Packaging News] in Fuyang District, Hangzhou, a group of figures reflect the brilliance of Fuyang paper industry: 1/4 of GDP comes from the paper industry; One fifth of the fiscal revenue comes from the paper industry; One sixth of the employees came from the paper industry... However, by 2013, a strong order was issued to shut down nearly half of the paper-making enterprises that failed to meet the standards
what ups and downs has Fuyang, the brilliant paper industry and the pillar industry of the economy, experienced in the past three years? Recently, I went to Fuyang for an interview
10 years after six rounds of shutdown, refused to black GDP "Kyoto No. 1 Fuyang paper, ten yuan books were admitted as scholars." Fuyang has been known as the hometown of papermaking all over the country since ancient times
Fuyang has a papermaking history of nearly 2000 years, and in the 1990s, it became a "whiteboard base in China". The production scale of Fuyang paper industry showed a geometric growth. At its peak, there were nearly 500 factories and 100000 practitioners, and the output exceeded 1/3 of the province. The tax revenue of the paper industry accounted for half of the total local fiscal revenue
but gradually, hidden worries covered by prosperity surfaced. Hundreds of sewage outlets continuously spit sewage from the water day and night, which has become an unbearable burden on the Fuchun River in the upper reaches of the Qiantang River
Chunjiang street is the largest concentration area of Fuyang paper industry. A street cadre described the scene like this: "the whole street hopes to find new materials to replace ABS by 2012. There is a pungent smell everywhere, and the stinky water in the brook next to the paper mill is as thick as porridge."
Dayuan village has more than 40 paper mills, the stream is almost brown and black, and fish and shrimp are extinct. In summer, the whole village is filled with stench. Villagers dare not open windows for ventilation. If possible, they have to run to the city to seek refuge from relatives and friends
no place is as ill fated as Fuyang paper industry: since 2005, Fuyang has carried out five rounds of closures. In 2013, Fuyang made up its mind for the sixth time to renovate the paper industry

on March 22, 2013, Fuyang held a mobilization meeting to start the "sixth round" elimination of backward production capacity in the paper industry, and strictly stipulated that "all production below 30000 tons should be shut down". As early as a week ago, "Fuyang" published a full five editions, announcing the information of 237 local paper-making enterprises, including principals, machine models, capacity indicators, etc
Hu Yongming, the boss of Daoqin paper, said, "this is a clear statement of the government. Everything will follow the principles of openness, fairness and justice, and all below the standard line will be eliminated."
a small paper boss who has been eliminated told that Fuyang paper industry has experienced 10 years of transformation and upgrading. As early as 2005, when the experimental force error under the effective reduction of small load began, the remediation plan was launched, five rounds of elimination were carried out, and nearly 400 production lines were shut down in total. Every time he struggled on the edge of death and was lucky to survive. But the sixth round is the real heartbreak
he said, "compared with the production capacity standards published by the government, what I am facing is a choice of two: either shut down the paper mill, or add tens of millions of yuan of investment, expand production capacity, and make comprehensive rectification. I can't see that the streams turn black one by one, but I can't get so much money at the moment. As soon as the working group came to me for negotiation, I signed and agreed." After that, the factory name that had been used for 22 years was cancelled
it can be shut down, retained and promoted. "126 backward production capacities were ruthlessly shut down in the round of regulation in 2013." When Jiang Jun, Secretary of Fuyang district Party committee, talked about the transformation of the paper industry, he sighed with infinite emotion: the shutdown of backward production capacity has reduced the fiscal revenue of more than 1 billion yuan, and the proportion of paper industry tax in the total fiscal revenue has fallen from 31% in 2010 to 8% in 2015. This year, Fuyang has seen negative growth in fiscal revenue for 11 consecutive months
how can Fuyang paper fill the gap and gain a firm foothold in this rectification action
"shut down and eliminate a batch, improve a batch, and move into the park." According to this idea, more paper-making enterprises have achieved a "magnificent turnaround" - 112 paper-making enterprises have been transformed and upgraded, a total of 45 enterprises have participated in the formation of four large groups of paper-making enterprises, and 17 enterprises have integrated and moved into the industrial park
sun Binghua started to operate a small papermaking workshop in the late 1990s. By 2002, his Guofeng paper industry could produce more than 60 tons of whiteboard every day. "At that time, the paper mill was really like a cornucopia. A ton of paper could be sold for about 3000 yuan. At the highest time, a ton of white board sold for 4200 yuan." Sun Binghua said
Later, he developed various types of fatigue testing machines, and carried out fatigue tests with metal samples for the first time.although sun Binghua's paper mill reached an annual output of 30000 tons, other indicators did not meet the standards, and it was included in the list of shutdown and rectification according to the regulations. "I was so worried that I often lost sleep, and I didn't know what else I could do except papermaking". Therefore, he went to investigate agricultural projects and wanted to invest in real estate. But he was separated from others. He was not necessarily competent for projects that others did well
after thinking for a few months, sun Binghua still couldn't do anything with an ordinary tensile testing machine
Hu Yongming found him and the bosses of other paper-making enterprises facing elimination and shutdown. After several days of discussion, the result was merger and reorganization, so that the enterprise resources could be used to the maximum extent and with the highest efficiency. As a result, today's Zhejiang Daoqin Paper Co., Ltd. was formed

"it is merged by three major paper-making enterprises, with a total of 7 production lines, with an annual output of 300000 tons of Coated Whiteboard." Hu Yongming said proudly that it was 10 times higher than the original 30000 tons. Chairman Hu Yongming is full of ambition: "the new production line has enough good equipment and technology to reduce sewage discharge, and the waste plastics will also be strictly managed to minimize environmental pollution."
in Daoqin's factory, the widest whiteboard production line in Fuyang is operating at full speed, with 388 meters per minute and 800 to 900 tons per day, which takes 15 days in sun Binghua's small factory. Such a large workload, in front of the fully automatic production line, is only 13 Workers pressing the control button. Hu Yongming said that each company used to have more than 100 employees, but now it has only more than 200 employees after the expansion
from subtraction to addition, realize green development
to the delight of Jiang Jun, Secretary of Fuyang district Party committee, Fuyang has gone through the most difficult labor period, from subtraction to addition, and shows strong vitality. Data show that in 2015, the tax revenue of Fuyang paper industry fell to more than 700million yuan from 1.873 billion yuan in 2010, but the financial revenue of the whole region exceeded 9billion yuan, nearly 3billion yuan higher than that in 2010
what is more exciting is that papermaking enterprises have achieved leapfrog improvements in technological innovation and sewage treatment level. Papermaking wastewater and COD (chemical oxygen demand) in the region have decreased by 41% and 48% respectively compared with 2010
in the interview with Fuyang, we learned that in the process of overall upgrading of the industry, Fuyang attaches great importance to the cultivation of major enterprises, and encourages the formation of new enterprise groups in the form of alliances, mergers and acquisitions for paper-making enterprises without capital related relationships in the region; We should encourage the use of intra enterprise, inter enterprise and inter industry combinations to establish an ecological chain of the paper industry
Jiang Jun, Secretary of Fuyang district Party committee, said, "the renovation of the paper industry is not to abandon the paper industry, but to improve the quality of the paper industry and achieve green development."
for this reason, Fuyang has carefully planned and optimized the spatial layout of the development of the paper industry, invested heavily in the construction of the paper industry cluster, and established the Management Committee of Jiangnan New Area by connecting the "two towns and one street" of Chunjiang, Dayuan and Lingqiao. Jiangnan paper Park was established, with more than 5 billion yuan invested in construction, improving sewage treatment facilities, and encouraging enterprises to recycle and clean production
in the park, Fuyang uses economic leverage to restrict enterprise emissions. From September 1 last year, Lingqiao town began to implement the card swiping total emission control system. The standard charge for each ton of sewage in the new system is 2 yuan, but the lower limit of COD (chemical oxygen demand) is set, that is, no more than 800 mg per liter of sewage. Once it exceeds 800 mg/L, the sewage treatment price will rise slightly above the benchmark price of 2 yuan; Once the upper limit of 1200 mg/L is exceeded, the flow detector will feed back the data to the system control center, the valve will be closed, and the paper enterprise will receive relevant SMS prompts
this system has changed the previous mode of collecting sewage charges solely based on power consumption. According to xinyingjia's statistics, within two months, the COD concentration of sewage discharged into the plant by enterprises in the park for secondary treatment has decreased from 1800 mg/L to 1100 mg/L
"use economic leverage to restrict enterprise emissions. If you exceed the emissions, you have to pay. This method has a good effect. The company's investment in environmental protection alone is 20million yuan, which is unbearable for some small factories, and shutdown may be a good choice." The head of Daoqin paper said
just recently, the data showed that the emission reduction of Fuyang papermaking wastewater was equivalent to the water volume of three Xianlin reservoirs
Fuyang District Environmental Protection Bureau received the assessment results of Fuchun River water quality section in Zhejiang Province: all excellent from January to December 2015. This is the first time in 10 years
